Roger Hebden

Chief Executive Officer
Mr. Hebden has a 35-year track record as a successful manager, consultant, engineer, and entrepreneur in the software and health information technology (HIT) industry. He received an MBA from the University of Maryland in 1993 and he is a Tau Beta Pi graduate of Bucknell University where he received a Bachelor of Science in computer engineering in 1983.

Mr. Hebden was the co-founder of Blueprint Technologies, an IT consulting firm based in Washington, DC. He grew the company from a staff of 2 to a staff of over 80 with annual revenues of $10M. During the downturn in the technology sector in 2001, Mr. Hebden helped the company pivot from the commercial market into the federal market. He secured contracts with agencies including the Department of Health and Human Services (HHS), the Food and Drug Administration (FDA), the Centers for Medicare & Medicaid Services (CMS), and the National Oceanic and Atmospheric Administration (NOAA). In 2006, Blueprint was acquired by Vangent, now part of GDIT.

Subsequent to Vangent, Mr. Hebden worked for Microsoft helping to develop their healthcare services practice with a focus on the state and local market and the changing environment driven by the introduction of the Affordable Care Act. He then took a position as the Director of Business Development for Sutherland Government Solutions, standing up their federal healthcare practice. Sutherland is a privately held, global business process outsourcing firm doing work across the revenue cycle management spectrum for providers around the world.

Mr. Hebden is an advocate of healthcare analytics, digital services, and driving patient experience.

Michael Berkey

Chief Operating Officer
As COO, Mr. Berkey heads up daily operations of the firm. He serves as the subject matter expert, legal counsel, and transition manager on contracts for the Centers for Medicare & Medicaid Services (CMS). Mr. Berkey earned a J.D. from the University of Maryland School of Law and an M.P.A. from Loyola University Maryland. Not only is he an attorney, but he also is a certified public accountant (CPA), master of professional accountancy (MPA), and certified professional coder (CPC).

His career began as a claims authorizer for the Social Security Administration. After being selected for the Department of Health and Human Services (HHS) management intern program, he became a legal and policy analyst for the Health Care Financing Administration (now Centers for Medicare & Medicaid Services). Prior to joining Livanta's affiliated companies, Mr. Berkey served as the Medicare Appeals Counsel for CareFirst of Maryland and as the Eastern Regional Associate Counsel for the Blue Cross and Blue Shield Association, where he defended Medicare cost report adjustments before the Provider Reimbursement Review Board of HHS with a hearing record of 92-6. Mr. Berkey also directed the medical review and worker's compensation review centers for Livanta's affiliated companies, in support of multiple Medicare Administrative Contractors in their appeals and claims reviews services and various CMS regional offices.

Matt Shlosberg

Chief Information Officer
He earned a M.B.A. from the University of Maryland at College Park and completed several executive education programs at Cornell University, University of Notre Dame, and INSEAD.

Mr. Shlosberg has almost two decades of experience managing information technology efforts with the last nine years in the health care field, where he has implemented numerous programs for the Centers for Medicare & Medicaid Services (CMS). He served as Director of Advanced Marketing Technology at WorldCom, where he led product management and research and development efforts for a business internet division of this Fortune 500 firm. Prior to joining Livanta, Mr. Shlosberg was the Chief Technology Officer of e-STOR, an online backup software innovator.

Lance Coss

Program Director
As Program Director for the Beneficiary and Family Centered Care Quality Improvement Organization (BFCC-QIO), Mr. Coss brings almost two decades of experience with the Centers for Medicare & Medicaid Services (CMS) to Livanta. He earned an M.S. in Human Genetics and an M.Ed. degree in Educational Psychology from the University of Pittsburgh. He is certified by the American Board of Genetic Counseling and is an active member of the American College of Healthcare Executives.

Previously, Mr. Coss was Vice President at HealthInsight, where he oversaw all Medicare quality assurance-related activities for Nevada, New Mexico, and Utah. In addition, Mr. Coss served as the Chair of the CMS Case Review Workgroup (2002-2003) and the Chair of the American Health Quality Association (AHQA) Beneficiary Protection Network (2000-2002; 2008). Mr. Coss actively represented the QIO community by serving as an invited subject-matter expert on multiple CMS task forces, generally focused on designing and implementing new information technologies and process improvements throughout the Medicare program. In 2010, CMS formally recognized Mr. Coss for these contributions with a Special Service Award.
